Photographer who lives in Monterrey. His professional activity is divided between production and photographic research: does custom photography and personal projects and since 1994 has gone into the editing and research of local photography. He has been curator and consultant in various occasions and worked as editor of three volumes of "Nuevo Leon: Images of our memory" and for the exhibition and corresponding publication of "Eugenio Espino Barros, Modern Photographer."

Ortiz has participated in more than seventy-five exhibitions.
